Many let you name your protagonist but there's not much choice after that in how you define them. The problem is JRPGs almost never have dialogue options. In more recent western RPGs this is voiced but it still makes sense for them not to be if a developer can't afford to voice all the lines or whats a lot more dialogue options. That still makes sense for a game like Fallout or something where you literally pick what the protagonist says.
JRPGs doing it seems to be a relic they've kept from when they were still heavily influenced by western CRPGs where the player was expected to fully define the protagonist, determine their actions, and determine their dialogue.
